With a keen interest in economic regulation, Jason regularly advises governments, economic regulators and a number of large utilities in the water and energy sectors. Jason has worked on:

– regulatory strategy and reform;
– the development, submission and defence of regulatory pricing submissions;
– commercial and economic analysis;
– tariff design;
– regulatory pricing model reviews;
– customer engagement; and
– the development and assessment of expenditure and demand forecasts.

Prior to joining URA, Jason spent just over two years with KPMG in the Utilities, Policy and Regulation team and three years with the Essential Services Commission in Melbourne where he was involved in the establishment of the PREMO pricing framework and the 2018 water price review.

Jason has been involved in advising businesses around Australia in the lodgement of their pricing submissions, including for Melbourne Water, Goulburn Murray Water, Yarra Valley Water, Gippsland Water, South East Water and Goulburn Valley Water

Jason has been involved and led a number of capital expenditure reviews for regulated utilities prior to lodging their submissions for regulatory review, including for Melbourne Water, Goulburn Murray Water, Yarra Valley Water, Gippsland Water, Coliban Water, Southern Rural Water, South East Water and SA Water. Jason was also part of the team that supported the Office of the Tasmanian Economic Regulator in completing an expenditure review for TasWater as part of the 2022 Water and Sewerage Price Determination Investigation.

Jason has reviewed a number of regulatory pricing models, including for Barwon Water, Yarra Valley Water, Townsville City Council and SunWater. Jason also developed a cost-benefit analysis model for the South Australian Department of Mining that assessed the impacts of the Australian Energy Market Commission’s reforms on the regulatory arrangements for embedded networks.

Jason has been involved in the design and implementation of reforms to price regulation frameworks for a number of regulators and regulated businesses, including the Victorian PREMO framework, a review of future regulatory reform opportunities across South-East Queensland and a review of reform options to the economic regulatory framework in the electricity transmission sector.

Jason has been involved in providing advice to businesses on tariff reform options including Barwon Water (water services), Sunwater (urban services), East Gippsland Water (trade waste) and VicWater (developer charges).

Jason has been involved in providing advice to Governments on reviewing options to drive better commercial outcomes including for the Department of Environment, Land Water and Planning and Department of Treasury and Finance.
